The Philadelphia Chinatown Development Corporation (PCDC) was founded on 1966 by Cecilia Moy Yep, and has since grown to serve the community in not only civic engagement and neighborhood planning, but also as a trusted provider of bilingual English-Chinese resources for small business, families, seniors, and youth, assisting over 2,000 individual annually.
